Aqua aerobics uses that natural resistance of the water to work your muscles. Try running you hand through water. It requires extra energy to move your muscles in water, even for a very simple movement. Aqua aerobics is based on this resistance. And it's fun to participate in an aerobics class while standing in the pool.

Most fitness centers have pools where a member can join a aqua aerobics class. Look for a good aqua aerobics class at your local center.
